In response to potential parole of felon Donald Smith, County Counsel prepared two urgency ordinances:

1) prohibiting Parolee-Probationer Homes (Ord. Nos. 449.239, .449.240 & 449.241) and 2) establishing sex offender residency and loitering prohibitions (Ord. Nos. 901 & 902).
