Glenn Beloian
Deputy County Counsel
Riverside native Glenn Beloian joined the office at the beginning of 2001. Since 2001, he has prosecuted and defended numerous civil lawsuits for the County, for the Redevelopment Agency, and for Flood Control in the areas of illegal land use, First Amendment billboard law, eminent domain, inverse condemnation, petitions for entry regarding environmental surveys, and property tax law. Since early April of 2011, he has also been the legal advisor to and litigation attorney for the Riverside County Assessor/Clerk/Recorder.
In 2003, Mr. Beloian co-argued an appeal (to the Ninth Circuit Court of Appeals) and obtained a published opinion in the First Amendment billboard litigation suit of Valley Outdoor, Inc. vs. County Of Riverside 337 F.3d 1111 (9th Cir. 2003); a case that has since been cited as legal precedent in several subsequent court decisions.
Before joining the office, Mr. Beloian was an associate attorney for 3 years at the Riverside real estate law firm of Smith & Andrus, and he was a partner for 15 years in his own Riverside law firm of Bartell, Beloian & Hensel. While at Bartell, Beloian & Hensel, he represented plaintiffs and defendants in numerous civil lawsuits in the areas of real property and business law (and he represented plaintiffs in 3 complex wrongful death lawsuits).
In the past, Mr. Beloian has served as Judge Pro Tem in the Riverside Courts in Rubidoux, Moreno Valley, and Riverside; and he has donated his services to counsel and prepare court papers for pro se litigants under the auspices of the Inland Empire Latino Lawyers Association.
Mr. Beloian received his J.D. from the University of La Verne College of Law, and he received his B.A. with “highest honors” from the University of California at Riverside.
Mr. Beloian is admitted to practice (and has practiced) in the California state courts; in the United States District Courts for the Southern, Central, and Northern Districts of California; and in the United States Ninth Circuit Court of Appeals.
