David Huff


Deputy County Counsel

David Huff joined the office in 1997 after working in the private sector for a municipal law firm that provided legal services to the cities of Fullerton, La Habra, Westminster and Whittier. For the past 14 years he has provided advisory and litigation services concerning all aspects of municipal law, most notably code enforcement, Brown Act, Clean Water Act, Native American, joint powers law, real property taxation, planning, zoning, land division and California Environmental Quality Act matters. He played an important role in providing advice on the financing, construction and operation of the Southwest Communities Financing Authority’s animal shelter that recently opened in Wildomar in October 2010. He has drafted several of the County’s ordinances, including the County’s first-ever business license ordinance as well as a major overhaul amendment of the County’s Flood Hazard ordinance in order that the County would remain in good standing as part of the federally-administered National Flood Insurance Program.
 
Mr. Huff served as legal advisor to the Abandoned Vehicle Abatement Service Authority from 2001 to 2005, legal advisor to the Fifth District Trash Task Force from 2003 to 2005, legal advisor to the Humane Society of the Unites States Audit Task Force from 2004 to 2006 and legal advisor to the Supervisorial Redistricting Committee during 2010-2011. Since 2005, he has served as legal advisor to the Southwest Communities Financing Authority, a joint powers authority whose governing body consists of elected officials from the County and five (5) cities. In addition, since 2009, he has served as legal advisor to the Assessment Appeals Board.
 
Mr. Huff has served on the board of directors of the Corona Ranch Properties Homeowners Association, including two terms as president, as well as serving on the governing board of American Youth Soccer Organization Region 47 (Riverside).
 
Mr. Huff was born and raised in Honolulu, Hawai’i and has been a Riverside County resident for the past fifteen (15) years.
 
Mr. Huff received his J.D. from Western State University College of Law, Fullerton. He received a B.A. from the University of Hawai’i at Manoa, Honolulu.
 
Mr. Huff is admitted to practice in all state courts, the United States District Courts for the Central, Eastern and Southern Districts of California, United States Courts of Appeals for the Ninth Circuit and for the Armed Forces.
