Deputy County Counsel
Raymond Mistica joined the office in December 2010 and is currently assigned to the land
use/code enforcement division. He participates in Mobile Home Task Force meetings for the 4
th District and handles assigned risk management and general litigation
Before joining the office, Mr. Mistica was a supervising senior attorney at the law firm of
Cihigoyenetche, Grossberg & Clouse where he handled civil litigation matters with an emphasis
on municipality defense, construction defect litigation, subsidence claims, foster family agency
defense, toxic mold exposure cases, premises liability claims, and automobile accident
Mr. Mistica received his Juris Doctorate from the University of California, Davis, School of
Law where he participated as a cite researcher for the Journal of International Law and Policy, was
a legal writing teaching assistant, and was a legal research assistant to Professor Markita Cooper
that resulted in the publication of a law review article in the Cornell Journal of Law and Public
Job Reference Immunity Statues: Prevalent but Irrelevant.
Mr. Mistica also received a Bachelor of Science in Biological Sciences from the University of
California, Irvine where he was on the Dean’s list, participated in the Biological Research Honors
Program, and was a medical research assistant to W. James Evans, M.D. in the Department of
Neurology that resulted in the publication of an article in the medical journal of
Electroencephalography and Clinical Neurophysiology entitled
Olfactory Event-Related Potentials in Normal Human Subjects: Effects of Age and
Additionally, Mr. Mistica received a Bachelor of Science in Environmental Health Sciences from
the California State University, San Bernardino where he received the Presidential Letter of
Recognition, the Dean’s Letter of Recognition, and was on the Dean’s list.
Mr. Mistica had composed the original Toxics New Source Review Rule for the Mojave Desert Air
Quality Management District; clerked for the United States Department of Justice, Office of the
United States Attorney in Sacramento, California; and volunteered at the Voluntary Legal Services
Program, Employment Law Clinic of Northern California. Also, he was a Registered
Environmental Health Specialist in the State of California.
Mr. Mistica is admitted to practice in all state courts and the United States District Court
for the Central, Eastern, and Southern Districts of California. He is currently a member of
the Riverside County Bar Association.
