Julie Jarvi
Deputy County Counsel
Julie Koons Jarvi joined the office in 1999. From 1999 to 2007 and again from 2010 to the present, Ms. Jarvi has represented the Department of Public Social Services on writs and appeals. Ms. Jarvi defends challenges to lower court decisions, appeals lower court decisions on behalf of the Department of Public Social Services, and argues cases before the Fourth District Court of Appeal, Division Two. While representing the Department of Public Social Services, Ms. Jarvi has obtained 12 published decisions from the California Court of Appeal.
Ms. Jarvi has also represented the Code Enforcement Department on various matters. She regularly appeared at the Board of Supervisors meetings to handle administrative Abatements and Statements of Expense matters for the Code Enforcement Department. Ms. Jarvi has also helped out on various other matters when called upon.
Ms. Jarvi received her J.D. from California Western School of Law. While in law school, Ms. Jarvi was on the Dean’s Honor List and the National Dean’s List. She also received the Academic Achievement Award for obtaining the highest grade in the Child Abuse and Neglect class. During her law school years, Ms. Jarvi was an intern both with the U.S. Attorney’s Office and the San Diego Department of Public Defender, Child Advocacy Division, Dependency section. Ms. Jarvi was a judicial extern for the late Honorable Napoleon A. Jones Jr. in the United States District Court.
Ms. Jarvi received her undergraduate degree in psychology from the University of California, San Diego. While at U.C.S.D., Ms. Jarvi interned with a social worker’s organization in San Diego.
