Tiffany North


Supervising Deputy County Counsel

Tiffany North joined the office in 2005 and currently provides advisory and litigation services concerning planning, zoning, land division and California Environmental Quality Act matters for the Fourth and Fifth Districts. She has drafted a number of the County’s ordinances and ordinance amendments, including Ordinance Nos. 858 (An Ordinance of the County of Riverside Prohibiting Fireworks) and 902 (An Ordinance of the County of Riverside Establishing Sex Offender Residency and Loitering Prohibitions), and amendments to Ordinance Nos. 348, 460, 534, 630, 725, and 784. Ms. North currently serves as the legal advisor to the Riverside County Habitat Conservation Agency. She has also served as the legal advisor to the Riverside County Children and Families Commission. During her tenure in the office, Ms. North has routinely represented the Code Enforcement Department in Administrative Abatement and Statement of Expense cases before the Board of Supervisors. 
 
Since 2006, Ms. North has provided ethics training for local agency officials (AB 1234 training) to various County boards, committees and commissions presenting on such topics as the Brown Act, Public Records Act, Political Reform Act, conflicts of interest, and fair processes. She also routinely advises various County departments, boards, committees and commissions on the Ralph M. Brown Act. Since 2007, Ms. North has worked with the District Attorney’s Office to provide the District Attorney’s Public Integrity and Public Service presentations throughout the County. 
 
Prior to joining the office, Ms. North worked as an associate at private law firm in San Diego in the area of insurance coverage litigation and insurance defense. 
 
Ms. North received her J.D. from the University of San Diego, School of Law. While in law school, Ms. North was awarded the PLI Award for Excellence in Oral Advocacy. She was also a member of the Appellate Moot Court Board. Ms. North received her B.A. in English from the University of California, Riverside and was on the Dean’s List. 
 
Ms. North is admitted to practice in all state courts and in the United States District Court for the Central and Southern Districts of California.
