Pamela J. Walls
County Counsel
Pam Walls originally joined the County Counsel’s Office in 1986 and has performed a variety of assignments as Assistant County Counsel, Litigation and Code Enforcement Supervisor, and Juvenile Court Supervisor. Other assignments include litigation and advisory work for conservatorships, Sheriff, Courts, Mental Health, Parks, Environmental Health, Animal Control, Building and Safety, Transportation, airports, property and special districts. Ms. Walls currently serves as counsel to the Board of Supervisors and general counsel to the Local Agency Formation Commission.
From 2001 to 2005, Ms. Walls worked for the City of Oceanside and became its City Attorney. Assignments included counsel to the City Council and Planning Commission, Planning Department, Building Department, NPDES, Water Utilities Department, Public Works Department, Airport, Parks, Library and Risk Management. Notable published cases include Martin v. City of Oceanside authorizing welfare checks without a warrant and Mira Mar Communities v. City of Oceanside defining aesthetic interests and alternatives for purposes of the California Environmental Quality Act. Amicus brief writer for American Planning Association.
Before joining the office, Ms. Walls worked for the Santa Barbara City Attorney’s Office, the Environmental Defense Center, the Santa Barbara County Superior Court and the Santa Barbara County Bar Association and Lawyer Referral Service.
Ms. Walls is on the Board of Directors of the County Counsel’s Association. Former associations include: Secretary for the San Diego and Imperial Counties City and County Attorney Association, Leo E. Deegan Inn of Court member, Chair of the Women’s Law Section of the Riverside County Bar Association and former co-coach for La Sierra High School Mock Trial Team.
Ms. Walls received her J.D. from Santa Barbara College of Law, receiving American Jurisprudence awards for Constitutional Law and Crimes and Corpus Juris Secundum and Hornbook awards for academic excellence. She received a B.A. cum laude from the University of California, Santa Barbara.
